Offering Peace High level Negotiation between State of Indonesia and State of West Papua
The Federal Republic of West Papua was formed at Third Papuan People’s Congress on 17-19 October 2011 and formed and made public announcement of the formation of the Provisional Government on 31 July 2018 and 4 February 2019.
We are forming the Provisional Government of the Federal Republic of West Papua and administer of the Provisional Government from Central government to Local government as follows:
- The Central government consists of 19 Cabinet Ministers and State and Government Institutions
- Local government consists of 10 Provinces, 88 Regencies and 10 Municipalities.
- 3 Special Areas
Hereby we strongly urge all human beings, all states, all governments, and International fora to understand, to know, to respect, to appreciate and to recognize the rights of peoples, nations, states, and governments.
The Federal Republic of West Papua will give guarantee to Indonesian people and Foreigners who wish to become citizens of West Papua and ensure their safety and freedom from the point of independence onwards.
The Federal Republic of West Papua is a peace-loving State which accept the obligations contained in the present UN Charter and able and willing to carry out these obligations.
That further recognition and the transfer of the Power from the State of Indonesia to the State of West Papua shall be carried out in an orderly transition in PEACE under the auspices of the United Nations Peace Keeping Force.
The Federal Republic of West Papua controls almost 80% territory of West Papua with 10 Provinces,88 Regencies and 10 Municipalities. And 95 % people of West Papua are supporting their own the Federal Republic of West Papua and want to independence from Indonesia. Officials of the Provisional Government are administering and strengthen of the Provisional Government of the Federal Republic of West Papua throughout the entire land of West Papua.
Referring to above mention, we offering Peace High level Negotiation between State of Indonesia and State of West Papua and mediate by international fora. West Papua is political issue and not military approach and should solve by international political negotiation between the Republic Indonesia and the Federal Republic of West Papua. The Pacific Islands Forum and Africa Caribbean Pacific (ACP) political collective have supported West Papua and press Indonesia government must dialogue with West Papua.
Indonesian Minister for Foreign affairs Mrs. Retno Marsudi has made a statement on West Papua on June 30, 2020. She said that Indonesia should start a dialogue with West Papua. Officials of the Provisional Government of the Federal Republic of West Papua wish to seriously respond to that statement and are ready to conduct on an international level negotiations with Indonesia and mediated by international fora.
Referring to that statement, we invoke the international fora to confirm with the Indonesian government their readiness to negotiate with officials of the Provisional Government. We have already made public the announcement of the formation of the provisional government with 10 Provinces 88 Regencies and 10 municipalities throughout the entire land of West Papua.
Indonesia has recently built up heavy military presence throughout the entire land of West Papua and are scaring all the people of West Papua. We request the international fora to press Indonesia to withdraw its military from West Papua and initiate the negotiate with Papua to create peace in the Pacific region and the world.
UN GA adopts Resolution 12168 voted by 137 on 1 August 2019 General Assembly on Enhancing United Nations Cooperation with Pacific Islands Forum, West Papua is part of the Pacific Islands Forum and not part of Indonesia anymore.
