Jayapura. The family of a female detainee who was forced to perform oral sex on three officers at the Jayapura Police detention center has reported the case to the National Commission on Human Rights.

Munandar, the detainee’s husband, filed the report on Tuesday at the commission’s Papua office.

“The commission’s stance is clear,” said Frits Ramandey, an official at the commission known as Komnas HAM. “We will monitor the steps taken by the police to investigate the case and, now that the family has officially lodged a report, we will push the police to process the case.

“We have also suggested that the woman’s family file an official police report so the perpetrators can be legally prosecuted.”

The scandal emerged last month when Munandar’s wife, now being held at Abepura Penitentiary in Jayapura, revealed that she had been forced to perform oral sex on three officers over a three-month period while being held at the Jayapura Police’s detention center for gambling. The incidents occurred between November and January.

The three officers were given administrative sanctions and placed in detention for 21 days, but have yet to face criminal charges.

Jayapura Police Chief Adj. Sr. Comr. Imam Setiawan resigned on Tuesday in the wake of the growing scandal.

“I was shocked when I learned what had happened to my wife,” Munandar said.

He added that he had made regular visits to his wife at the detention center but had no idea what was happening to her.

“Once, when I visited my wife, I saw three officers being punished,” he said. “They were on top of a truck under the hot sun, but I didn’t know why.”

He also said his wife had to be rushed to the hospital on one occasion after an apparent suicide attempt at the detention center.

“What they did was immoral and very painful for my family,” he said. “The perpetrators must be punished.”
