Democracy and human rights activists condemned the intelligence apparatus in Papua for several deadly conflicts, including communal violence and criminal activities that had recently occurred.

Olga Hamadi from the Papua branch of the Commission for Missing Persons and Victims of Violence (Kontras) said that intelligence authorities failed to optimally fulfill their role and function, whereas they should have provided early detection for emerging conflicts, kompas.com reported on Saturday in Abepura, Papua.

She added that several deadly incidents occurred at the same places, but the authorities had not yet been able to uncover the suspects or their motives.

Olga said the condition had lead to perceptions that the intelligence authorities had failed to guarantee public security.

Last week a string of seemingly unrelated incidents took place two cities in Papua, while thousands of Papuans rallied to demand a referendum.

In Puncak regency, clashes between supporters of two regent candidates for an upcoming election claimed at least 21 lives. It was followed by the killing of four people by gunfire and machetes in the provincial capital of Jayapura.
