Dear Mr. Anari,
Thank you for your letter dated 18 May 2009, addressed to the minister of Foreign
Affairs, which has been transmitted to my department for further consideration.
In response to your letter I can assure you that the attention of the Netherlands
government with regard to Papua continues unabated ly and that Papua will
maintain a very prominent position in the Netherlands policy with regard to
Indonesia. Papua is part of the Republic of Indonesia, whose territorial integrity is
fully observed by the government of the Netherlands. The Netherlands policy is
aimed at striving towards a form of autonomy that is satisfying both for the
people of Papua and the Indonesian Government, within the unitary Republic of
Indonesia. The Special Autonomy Law (SAL) is the framework to achieve this goal.
Within this context, the Netherlands government also raises its concerns with
regard to the human rights situation in Indonesia at each proper occasion and at
each level, including the EU-framework. The Netherlands and the EU have pOinted
at the importance of a sound implementation of the SAL on various occasions.
The Netherlands will continue to closely monitor the political situation in Papua, as
well as rema in actively involved in the further socioeconomic development of the
two provinces.
