Armed violence in Kiwirok – Komnas HAM delegates investigation team
The National Human Rights Commission (Komnas HAM) has delegated a team of experts to investigate the killing of a health worker and the alleged bombing of villages in the Kiwirik District, Pegunugan Bintang Regency. The team arrived in the Pegunungan Bintang Regency on 8 November 2021. As of 11 November, the Komnas HAM delegates were not permitted to leave the main town of Oksibil, as the security situation in Kiwirok remains tense. Observers concluded that the armed conflict in Kiwirok has caused the internal displacement of more than 2,000 indigenous Papuans. Most of them live in temporary camps in the highland jungle, exposed to the extreme weather conditions in the central Papuan highlands. The IDPs lack access to shelter, food and medical treatment.

Multiple attacks on Veronica Koman’s relatives in Jakarta – Observers believe attacks relate to Papua human rights advocacy
Unknown perpetrators launched multiple attacks against relatives of Indonesian human rights defender and lawyer Veronica Koman. An explosive detonated outside Veronica Koman’s parents’ house in Jakarta on Sunday morning, 7 November 2021. Another of Koman’s relatives received a package on the same day containing a dead chicken and a letter stating, “anyone who helps to hide Veronica Koman will end up like this”. Previously, her parents’ house was the target of an arson attempt on 24 October 2021.

Police and military officials open for non-violent solutions to armed conflict in West Papua
Multiple police and military officials have recently declared their openness for negotiations with the West Papua National Liberation Army (TPN PB). On 8 November 2021, the Indonesian parliament officially confirmed the Army Chief of Staff, Andika Perkasa, as the new chief commander of the Indonesian armed forces. Initially, Andika Prakarsa was recommended for the position by President Joko Widodo himself. Prakarsa announced that he intends to change the military’s conflict approach in the Indonesian provinces Papua and Papua Barat to become more humanistic. However, he explained that the new strategy will not be implemented before January 2022.
IDP situation in Maybrat – 6-year-old girl dies without access to medical treatment
According to various informants in the Papua Barat Province, a 6-year-old girl named Evalina Aimau passed away on 8 November 2021. According to information received, Evalina was experiencing health problems after being internally displaced due to widespread security force operations in the districts Aifat Selatan, Aifat Timur, Aifat Timur Jauh, Aifat Timur Tengah and Aifat Timur Selatan. Evalina was living with her parents in one of the temporary shelters erected by indigenous peoples in the Maybrat Regency.
New Shootings in Intan Jaya – two indigenous Papuans reportedly wounded by bullets
Two indigenous Papuans reportedly sustained bullet injuries during recent shootings in the Sugapa District of Intan Jaya Regency, where the armed conflict between Indonesian security forces and the West Papua National Liberation Army (TPN PB) has intensified since late October 2021. A bullet reportedly injured an internally displaced villager named Apollo Belau, 29, as he was standing in front of a shelter for internally displaced persons (IDPs) on 5 November 2021. Police officials later claimed that Mr Belau was affiliated with the TPN PB.

More than 5,000 IDPs reportedly seek shelter in churches after new armed clashes erupt in Intan Jaya
Armed clashes between Indonesian security forces and the West Papua National Liberation Army (TPN PB) have re-erupted in Intan Jaya’s largest town Sugapa, Papua Province, on 26 October 2021.  The Papuan media outlet Jubi reported that thousands of civilians, most of them indigenous Papuans, have sought shelter in multiple catholic churches in fear of armed violence.

Papuan students attacked by nationalist group during a demonstration in Makassar
Members of the nationalist group ‘Indonesian Muslim Brigade’ (BMI) attacked a group of Papuan students who had launched a peaceful protest to release Papua activist Victor Yeimo, in front of the local parliament building in Makassar, South Sulawesi Province, on 26 October 2021. BMI members reportedly attempted to disperse the peaceful protest by throwing stones at the Papuan students. The students responded by throwing stones back at BMI members. One police officer sustained a head injury from a stone as police forces dispersed both groups.
