Multiple attacks on Veronica Koman’s relatives in Jakarta – Observers believe attacks relate to Papua human rights advocacy
Unknown perpetrators launched multiple attacks against relatives of Indonesian human rights defender and lawyer Veronica Koman. An explosive detonated outside Veronica Koman’s parents’ house in Jakarta on Sunday morning, 7 November 2021. Another of Koman’s relatives received a package on the same day containing a dead chicken and a letter stating, “anyone who helps to hide Veronica Koman will end up like this”. Previously, her parents’ house was the target of an arson attempt on 24 October 2021.
Multiple police and military officials have recently declared their openness for negotiations with the West Papua National Liberation Army (TPN PB). On 8 November 2021, the Indonesian parliament officially confirmed the Army Chief of Staff, Andika Perkasa, as the new chief commander of the Indonesian armed forces. Initially, Andika Prakarsa was recommended for the position by President Joko Widodo himself. Prakarsa announced that he intends to change the military’s conflict approach in the Indonesian provinces Papua and Papua Barat to become more humanistic. However, he explained that the new strategy will not be implemented before January 2022.
Two indigenous Papuans reportedly sustained bullet injuries during recent shootings in the Sugapa District of Intan Jaya Regency, where the armed conflict between Indonesian security forces and the West Papua National Liberation Army (TPN PB) has intensified since late October 2021. A bullet reportedly injured an internally displaced villager named Apollo Belau, 29, as he was standing in front of a shelter for internally displaced persons (IDPs) on 5 November 2021. Police officials later claimed that Mr Belau was affiliated with the TPN PB.

Armed clashes between Indonesian security forces and the West Papua National Liberation Army (TPN PB) have re-erupted in Intan Jaya’s largest town Sugapa, Papua Province, on 26 October 2021. The Papuan media outlet Jubi reported that thousands of civilians, most of them indigenous Papuans, have sought shelter in multiple catholic churches in fear of armed violence.
