Manokwari Issues 9,000 Business Permits in First Semester of 2022

The Government of Manokwari Regency, West Papua Province, issued business permits up to around 9,000 business permits in the first semester of 2022 for the service and construction categories. The head of the Manokwari One Stop Investment and Service (DPMPTSP) Office, Albinus Cobis, in Manokwari, Tuesday, explained that the number is for low-risk and medium-low risk business permits.

“The number of permits issued is because for low and medium-low risks, applications can be made from home with a NPWP, ID card and telephone number. The permits were also signed by the Ministry of Investment and the Central Investment Coordinating Board,” he said.

Albinus said that access from home to apply for permits through OSS is in accordance with Law Number 11 of 2020 concerning Job Creation, Government Regulation Number 5 of 2021 concerning Implementation of Risk-Based Business Licensing and Government Regulation Number 6 of 2021 concerning Implementation of Business Licensing in the Regions.

He explained that there are at least four risk classifications in business licensing, namely low, medium low, medium high and high risk. For low and medium-low risks, a Business Identification Number will be issued, while for medium-high and high-risk, verification is required from a technical agency.

Albinus said that what is anticipated in the ease of business licensing is the use of the wrong license. He gave an example of a case that happened in April 2022 where there was a food stall permit which was categorized as low but was misused for cafes and ‘live music’ which was categorized as medium to high.

In the case of misuse of the permit recommendation, he ensures that he will not immediately revoke the permit because there must be a recommendation issued by the Ministry of Investment. The revocation of a recommendation for a business license can only be done if the technical agency that supervises the business license submits a recommendation letter to DPMPTSP Manokwari which will then be forwarded to the Ministry of Investment to issue a recommendation to revoke the permit.

“But so far, for 2022, no permit has been revoked,” he explained.
